苏南乡镇低效工业用地再开发困境及建议

摘要。本文以江苏省常熟市梅李镇低效工业用地再开发为例，探讨了“苏南模式”下乡镇低效工业用地再开发实践过程中的困境，重点分析低效工业用地的判定困境和再开发的现实困境。提出政府各部门统筹合作，科学认定低效工业用地是实现再开发工作的前提；以政府为主导采取土地整备方式，通过土地权属股份合作制调动企业自主再开发积极性是再开发重要路径。
