和谐社会视野下非自愿移民安置模式之比较

和谐社会构建与非自愿移民安置模式的创新

[摘要]任何一种非自愿移民安置模式并非十全十美，各有其利弊得失。因此，在创新非自愿移民安置模式过程中，必须坚持以人为本的原则，始终把维护移民合法权益作为移民安置的出发点，树立共同分享社会发展成果的新理念，摈弃“社会发展必然要以牺牲部分群体利益为代价”的旧观念，变行政驱动移民安置为利益驱动移民安置，变传统农业安置为入股分红安置，形成“在安置中求发展，在发展中实现可持续安置”的良性循环机制，从而维护社会稳定，促进社会和谐。
