探索构建中国特色出入境检验检疫体系思路

[摘要]出入境检验检疫事业经历了15年改革创新发展，检验检疫体系建设仍处在初级阶段，构建中国特色出入境检验检疫体系是检验检疫可持续发展的核心，是检验检疫主动适应改革的首选之举；该体系是检验检疫法律法规体系、检验检疫技术理论体系和检验检疫行政执法体系“三位一体”的有机结合体。建立检验检疫智库是体系构建的关键、是检验检疫事业可持续发展的源动力；《中国出入境检验检疫法》的颁布是体系建设的现实目标。
