摘要。社会建设是中国特色社会主义事业“五位一体”总体布局中的重要内容是社会和谐稳定的重要保障。十八大指出，加强社会建设，必须以保障和改善民生为重点。现今民生领域的问题，变为教育、医疗、社会保障等公共产品和公共服务的短缺问题。保障和改善民生，有利于进一步化解影响社会和谐的各种问题与矛盾；有利于实现社会主义公平正义。加强民生建设，一要努力办好人民满意的教育；二要推动实现更高质量的就业；三要千方百计增加居民收入；四要要建成覆盖城乡居民体系的社会保障体系；五要推进基本公共服务均等化。新时期下，我们须以改善民生为重点，才能更好更快地建设中国特色社会主义社会。
