转型期农村干群关系协调机制初探

摘要。转型期党和政府已经形成了一套改善农村干群关系的协调机制。由于社会剧烈转型，协调机制存在着失灵现象，其成因在于协调载体减少；功能弱化；协调成本增大；干部和协调机制自身等因素。因此，协调机制作用的充分发挥有赖于大力加强协调机制的载体建设，强化其服务功能；积极探索农村基层干部队伍建设新途径，增进协调实效；进一步完善协调机制自身建设，真正发挥协调作用；强力推进“依法治国”方略的实施，提高协调效率。
