浅谈大学的文化管理

【摘要】

高等学校“扩招”以后，社会上对本科教学质量议论很多，莫衷一是。教学质量管理是高等教育教学管理的核心，将文化管理理念引入其中能克服单纯的规范化管理所带来的问题，以体现教学质量管理中的人本特征。文化管理是世界大学管理的一个发展趋势，是基于“人的价值观”和“人的情绪”的管理，注重发挥大学精神和大学文化在管理中的主导作用。大学实施文化管理的基础在于大学的物质文化、制度文化和精神文化的建设以及学习型组织的构建。我国的大学文化管理还存在许多问题，从整体上降低了高等教育的竞争力。因此，在制度管理的基础上实行文化管理，是我国创建世界一流大学的必然选择。

大学管理需要明确的管理思想指引。纵观历史，大学管理主要形成了经验管理模式和科学管理模式。随着社会和教育自身的发展，传统的制度管理已显得“苍白无力”，管理者必须给严格的科学理赋予丰富的文化内涵，将“刚性”与“柔性”有机结合，才能使大学管理更富成效。

一、对大学文化管理的认识
