abstract：accordingtotheinstitutional-regulatory-disturbance-security（irds）model，itfoundthatthereareseriousecologicalsecurityissues，suchasdecreasesofresourcesandenvironment，destructiontovegetationinsufferedvaryingdegrees，disturbedorharmonanimalsinsomeofchina′sforestscenicspots.theseissuesrevealedthefollowsreasons：environment-relatedregulationsofscenicspotlaggedtheneedsofitsenvironmentalprotection;themanagershadtendencytogetbenefitsfromsocialcertificationandneglecteditsresponsibilitiesandconstraints;thereweretoomanyinterestconflictsformainregulatorswhenplayedtherolesinusingandprotectingforestresources;theimplementationofscenicenvironment-relatedregulationswaslackofsupportinthecomplementarysystems;thedisturbanceonenvironmentfromscenicmanagershadnotbeeneffectivesupervision;therelationshipbetweendevelopmentandprotectionwasseriousimbalance;theinterestrelationshipsbetweenstakeholderswereunbalanced.accordingly，itsuggestedthattheecologicalsecurityvirtuousdevelopmentmodelofforestscenicspotbasedonirdsandleadbyecologypriorityshouldbebuilt.meanwhile，multipleenvironmentalprotectionsystemsofinstitutional，mechanismsofaccountabilityandharmonyamonginterestsamongparticipatingbodiesshouldfacilitatetoachieveahighlevelofecologicalsecurity.
