摘要

农业、农村和农民问题，是国家的根本问题，关系社会稳定，关系改革开放和现代化建设的大局。解决了“三农”问题，就是解决了国家问题。走有中国特色的解决“三农”问题之路，认清“三农”问题的本质，迫切需要国家政策和金融机构的扶持。农业政策性银行作为政府实施宏观调控，农业支持与保护政策，弥补市场经济失灵的重要手段，在支持和服务农业农村经济发展中担负着义不容辞的重要职责。目前，我国农业政策性银行发展还不成熟，今后一段时间必须以创新的观念和方法构建适合我国国情的农业政策性金融体系。
